Accessible, plain-language block theme for nonprofits and civic organisations.

== Description ==

Civic Brief is a Full Site Editing (block) theme built for nonprofits, charities, community groups, and civic organisations. It is designed to be accessible from the ground up, so the organisations least able to pay for a specialist can still meet their accessibility obligations.

Accessibility features:

* Visible keyboard focus using :focus-visible with a :focus fallback for older browsers.
* A "Skip to content" link, styled to appear clearly on focus.
* WCAG AA colour contrast across the light palette and the bundled dark style ("Civic Night").
* No colour-only meaning: dates, states, and links carry text and underlines, not just colour.
* Semantic landmarks: header, main, article, and footer are output as real HTML elements.
* Reduced-motion support via prefers-reduced-motion.
* Plain-language default content and clear calls to action.

Building and editing:

* Full Site Editing: edit the header, footer, and every template in the Site Editor, no code required.
* Bundled block patterns for a hero with calls to action, a get-involved call-to-action band, and an events and updates list.
* Fluid typography and spacing that scale smoothly between phones and large screens.
* System font stacks only, so there are no external font or CDN requests.
* Light and dark colour palettes, both meeting WCAG AA contrast.

Civic Brief bundles no plugins, includes no advertising or upsell, and collects no data.
